Federal Bonding is a program offered to employers who are hesitant to hire applicants based upon involvement in the criminal justice system. The bond insures businesses against employee theft and dishonesty, up to an amount of $5,000, from the date of hire through the first six months of employment. The Federal Bonding program is at no cost to companies and covers any employer, in any state, for any job position.

The Work Opportunity Tax Credit (WOTC) Program is designed to assist individuals from certain targeted groups who have consistently faced significant employment barriers with re/entering the labor force. The program does so by providing federal tax credit incentives to employers for hiring these individuals.
TSBDC is a network of centers, conveniently located in a community near you. Their consultants provide no-cost virtual and in-person business consulting, training, and resources to help for-profit businesses of any size start, grow, and sustain their business.
One of the biggest challenges Tennessee employers face is bridging the skilled labor gap that hinders a company’s efforts to expand, innovate and thrive. Registered apprenticeship is a tried and proven method to overcoming this obstacle. At no cost to your organization, an Apprenticeship TN regional director will work with you to:
- Understand the registered apprenticeship training model
- Identify existing models for your occupations of interest
- Connect you with appropriate resources to assist with your program
- Draw up your Standards and Training & Education outline based upon your input
- Submit your registration paperwork to the USDOL for full recognition in the National Registered Apprenticeship System
- Assist you with program updates as your workforce needs evolve

Apprenticeship Training Grants can be given to any Tennessee employer interested in starting an apprenticeship program, or those already authorized as a Registered Apprenticeship Program by the US Department of Labor. The ATG assists companies in: entering eligible dislocated workers into apprenticeship training, providing assistance in teaching first or second-year apprentices, and offer guidance to pre-apprenticeship program participants.
The Vocational Rehabilitation (VR) program recognizes that businesses are important customers and is committed to being a viable resource for Tennessee businesses in finding solutions for disability-related issues such as:
- Locating a talent pool of skilled candidates
- Retaining a valued employee whose job is affected by illness, injury or disability
- Accessing no-cost resources to save your company time and money
- Finding ways to make your business accessible to customers and employees with disabilities
- Linking your company to multi-state resources

Provides an opportunity for businesses to secure eligible young adults and other individuals with limited work experience to work at no cost to you, including wages and worker’s compensation being paid for.
By law Tennessee employers are required to provide written notice to the Dislocated Worker Unit within 60 days of a mass layoff that affects 50 or more workers. Work Adjustment and Retraining Notification (WARN) notices are then generated, and sent within 48 hours, to the Rapid Response team to mitigate a meeting with businesses to discuss transition services for employees.
Receive assistance with Americans with Disabilities Act (ADA) Compliance, includes training on hiring and interviewing candidates, Disability Etiquette Training, and ADA (Accessibility and Accommodations Surveys) to ensure businesses’ compliance with ADA.
Provides work-based training for unemployed senior 55+ who need to update their skills.

The Mobile American Job Center provides access to those with transportation needs, in both rural and urban areas, by bringing job services directly to underserved communities. As an employer, you can book the bus for a variety of needs at a location of your choosing:
- The Mobile AJC's have 10 workstations with computers available for employer testing and/or assessments. A 42” Color TV/DVD/CD with Smart Board capabilities is also available.
- The Mobile AJC's are available for recruitment for New Business Openings. The Units will provide a facility to recruit, accept applications, and hold interviews for potential employees. They will also be available for any computer testing, company orientations, or company training.
- The Division of Adult Education provides educational opportunities for those adults seeking: basic skills upgrades for individuals whose reading, writing and/or math skills are below a 12.9 grade level equivalency, General Educational Development (GED) exam preparation for those who have not completed high school, and English for Speakers of Other Languages (ESOL) for those individuals wishing to learn to read, write and speak the English language.

Hiring veterans can have many advantages for a company. Technological advances in military equipment, and the requisite training provided to maintain this gear, makes veterans highly competitive in a broad spectrum of job positions.
The Department of Labor & Workforce Development can work with businesses on industry specific skills in reading, writing, mathematics, OSHA-10, and other industry-required certifications, and can adapt and focus training on whatever the business needs. IELCE (Civics, Citizenship, and English Language Acquisition) assists businesses with employees who need additional training such as soft skills, advancing conversational English, and workplace skills.
This initiative offers short-term support to eligible job seekers. For up to 90 days before and 60 days after employment, career specialists work with the individual to identify and remove barriers to employment and retention. Individualized support may include job skills assessment, resume and interview assistance, transportation and childcare assistance, and clothing/tools required for employment. This service can benefit employers by assisting new hires with barriers so they can maintain employment.
The On-the-Job Training Grant (OJT) encourages employers to hire individuals without prior experience by paying up to 75% of the trainee’s wages during a specified training period; to receive this grant the company agrees to continue to employ the trainee upon successful completion of the program.
The Incumbent Worker Training Grant (IWT) is a competitive grant intended to upgrade the skills of existing full-time employees through continued education. This program incentivizes retention of current workers who will become more knowledgeable and productive through skills attainment.
The Temporary Assistance for Needy Families Program assists area employers with identifying potential employees who have received work skills and job readiness training. The Work Opportunity Tax Credit (WOTC) is available for businesses who hire individuals from this targeted group to provide possible tax credits.
Provides employees access to the free Coursera platform for professional development. Providing access to the entire catalog of courses and assistance is available to curate specific courses important to their development within your organization.
