We have won more than 5 SBIR contracts and I cannot imagine that would have happened without their [the APEX Accelerator's] help and guidance.

Aviation Resources and Consulting Services (ARCS Aviation), LLC of Cookeville, TN provides interactive multimedia instruction and digital learning content. The company utilizes Artificial Intelligence and Machine Learning as well as augmented and virtual reality methods.

ARCS Aviation became a client of the Tennessee APEX Accelerator (previously PTAC) in March of 2015. Since that time, APEX counselors have worked to help the company go through the process of earning its HUBZone certification, provided technical assistance regarding Small Business Innovation Research (SBIR) awards solicitations, as well as technical assistance towards CMMC cybersecurity compliance, which is a true differentiator.

Since becoming an APEX client, the company has been awarded multiple SBIR awards totaling more than $1 million. In 2023, ARCS was selected by AFWERX for an SBIR Phase I focused on integrating the DAF’s Non-Destructive Inspection (NDI) device with an Augmented Reality headset, creating a Mixed Reality experience. This technology addresses a pressing challenge in the Department of the Air Force.  According to a press release from the company, “ARCS Aviation will start its journey to create and provide innovative capabilities that will strengthen the national defense of the United States of America.”

AFWERX is a program of the United States Air Force that aims to foster a culture of innovation within the service. It connects innovators and entrepreneurs from academia, industry, and government to collaborate on solving mission-critical problems and creating new capabilities for the Air Force.

Barjes Alotaibi, President of ARCS said, “The Tennessee APEX Accelerator has helped ARCS Aviation for the last 10 years. Paul Middlebrooks and Russell Toone have visited us several times at our office in Cookeville and have helped review our presentation and executive summary. We have won more than 5 SBIR contracts and I cannot imagine that would have happened without their help and guidance.”

According to Paul Middlebrooks, Program Manager of the Tennessee APEX Accelerator, “ARCS Aviation has truly expanded its networks for research and development throughout the Department of Defense’s SBIR program. Their potential in assisting DOD in developing game-changing technologies is continuing to grow.”
